The spirit of mutual understanding amidst a shared history has enabled a unique sense of unity in diversity among Indians, which stands out as a tall flame of nationhood that needs to be nourished and cherished The idea of a sustained and structured cultural connect between people of different regions was mooted by Prime Minister Shri Narendra Modi during the Rashtriya Ekta Diwas held on 31st October, 2015, to commemorate the birth anniversary of Sardar Vallabhbhai Patel. The Hon'ble Prime Minister propounded that cultural diversity is a joy that ought to be celebrated through mutual interaction & reciprocity between people of different States and UTs so that a common spirit of understanding resonates throughout the country. Ek Bharat Shreshtha Bharat programme aims to enhance interaction & promote mutual understanding between people of different states/UTs. The states/UTs carry out activities to promote a sustained and structured cultural connection in the areas of language learning, culture, traditions & music, tourism & cuisine, sports and sharing of best practices, etc. India being a nation with one of the youngest populations in the world, the initiative of ‘Yuva Sangam (युवासंगम) under Ek Bharat Shreshtha Bharat has been conceptualised with an aim to strengthen people to people connect and build empathy among youth across the nation. Phase IV of Yuva Sangam focuses on conducting educational cum cultural exposure tours of the youths comprising mainly of students studying in Higher Educational institutions & some off-campus youngsters from across the Nation to various States/UTs of India. It will provide the selected youths an immersive experience of eclectic facets of life, development landmarks, recent achievements and a youth connect in the host State/UT. During their visits, the youth will get multi-dimensional exposure under five broad areas – Paryatan (Tourism), Parampara (Traditions), Pragati (Development) and Paraspar Sampark (People-to-people connect), Prodyogiki (Technology). Phase I of Yuva Sangam was concluded with overwhelming participation of about 1200 youngsters and coordinators from 25 Institutions visiting 23 States of India through 29 tours with main focus on North Eastern Region. During Phase II of the Yuva Sangam, close to 1000 youth and coordinators from 20 Institutions participated in the 20 tours covering 23 states/ UTs. Yuva Sangam Phase III saw more than 1,000 youth and coordinators from 20 institutions embark on 20 tours, exploring 22 diverse states and union territories throughout India. In the recently concluded Yuva Sangam Phase IV, a contingent of over 1000 Youth and coordinators from 22 institution undertook 21 tours, covering 22 States and UTs across the Indian Landscape. The participants have gained invaluable insights and experiences that have exemplified the essence of 'Ek Bharat, Shreshtha Bharat. Yuva Sangam (Phase-VII) starting from 2nd March 2026, envisages participation of youngsters from 22 States and UTs of India in enriching educational cum cultural tours. Taking this concept forward, a proposal is conceptualised to rediscover, reaffirm and celebrate the age-old links between the Tamil culture and Kashi that has existed since centuries. It is proposed to organise a month long “Kashi Tamil Sangamam” in Varanasi (Kashi) from 16th November to 19th December,2022 during which academic exchanges – seminars, discussions etc will be held between experts/ scholars on various facets of the two ancient manifestations of Indian Culture, with focus on bringing out the links and shared values between the two. The broader objective is to bring the two Knowledge and Cultural traditions closer, create and understanding of our shared heritage and deepen the people-to-people bond between the regions. Since traditional knowledge of the two regions is held both as an intellectual treasure in books and treatises, as well as in practical form with practitioners of different trades, it is felt that a meaningful exercise would be one that covers both realms – intellectual and practical. As part of the Azadi Ka Amrit Mahotsav, Kashi Tamil Sangamam will further strengthen the common experience, appreciation and bonds amongst the people of Tamil Nadu & Varanasi. The Kashi-Tamil Sangamam shall also be an ideal platform to understand the unity in India’s civilizational assets through two historic centres of knowledge & culture. Such an understanding is essential to uphold the Spirit of ‘Ore Bharatham, Unnadha Bharatham’ (Ek Bharat, Shresta Bharat). This shall be unique learning experience for students, scholars, academics, practising professionals, etc. on various facets of Indian Knowledge Systems, Education & Training Practices, Arts & Culture, Language, Literature, etc. All of this is aligned with the multidisciplinary undercurrents and the need for continuous learning as stated in the National Education Policy (2020). The academic & co-academic sessions shall best capture this canvas through well curated sessions by experts drawn from different fields and provides a good platform for cross-cultural exchange of information & experiences. The Kashi-Tamil Sangamam will be centred around a series of themes that cover various facets of knowledge – literature, ancient texts, philosophy, spirituality, music, dance, drama, yoga, Ayurveda, handlooms, handicrafts as well as the modern innovations, trade exchanges, edutech and other gen next technology etc. Seminars, discussions, lectures, lec-dems etc will be held on these themes by the subject experts. In addition to the above, the art, culture, cuisine, handlooms, handicrafts etc of Tamil Nadu will be exhibited, and cultural performance like Bharatanatyam dance, Carnatic music / Tamil music, Tamil folk music, Nadaswaram music concert, Thevaaram thiruvaasagam in Tamil music form, Debate on Kamba Ramayana, Villu-paattu, Bommalaatum, Silambaattum, Kaavadi Attam, Karagam, Pattimandram, Tamil folk dances Karagattam, Poikkal Kuthirai, Thappaattam etc organized in specially designated locations for people of Varanasi to savour. To ensure that the benefit of these discussions reaches the actual practitioners of these knowledge streams it is proposed that in addition to experts, common practitioners from various groups from different parts of Tamil Nadu, can be brought for an 8-day visit of Varanasi and its neighbouring areas. Tentatively, 12 such groups have been identified including students, teachers, literary (authors, poets, publishers), cultural experts, professionals (practicing arts, music, dance, drama, folk art, yoga, Ayurveda), entrepreneurs, (SMEs, start-ups ) business people, (community business groups, hoteliers,) artisans, heritage related experts (archaeologists, tour guides, bloggers etc) spiritual, rural, sampradaya organizations. These people will participate in the academic programs; interact with people of Varanasi associated with the same field, and visit places of interest in and around Varanasi. It is proposed that around 210 people from different parts of Tamil Nadu will be taken in one group for a period of 8 days. 12 such groups, comprising around 2500 people will visit over a month. Groups would leave from three cities – Rameshwaram, Channai and Coimbatore – in special railway coaches attached to regular trains. There will be 12 groups. Each group will be a homogenous group consisting of 216 people, 200 delegates and 16 facilitators and volunteers, travelling in 3 railway coaches. The 1st group will start from Tamil Nadu on Wednesday, 16th November night at 23:55 from Rameswaram and the last group/12th group will reach Chennai on 20th Dec Tuesday at 08:10. Kashi Tamil Sangamam will be held from 17th November to 16th December 2022 Every week, 3 groups will depart from Tamil Nadu respectively from Rameswaram, Coimbatore and Chennai Central. This season of Yuva Sangam (Phase-VII) covers 22 States / UTs of India. The Nodal Higher Education Institution will make the final selection for the students/youth residing in the State/UT where the HEI is located. As mentioned earlier, a selection committee will decide on the final list of participants who will travel to Kashi.
